It’s Budget Day and that means again this year that some changes for car taxes are on the way. Among other things, the BPM rate will be tightened and extra money will be set aside for the purchase of an electric car. At the same time, business electric driving is becoming less attractive due to changed addition rules.

Today, the outgoing cabinet presents the tax plans for 2022, which, if approved by the Senate and House of Representatives, will become reality by 2022. The plans include an important change with regard to car taxes. The government wants to increase the bpm in order to stimulate the greening of the Dutch vehicle fleet more. Fully electric cars will remain exempt from bpm until 2024, new cars with a combustion engine will be taxed more heavily from 2022. The government explains: “Fortunately, new cars are becoming more environmentally friendly due to technological developments. However, this means that less and less bpm is paid. These tax revenues are important for government spending. That is why the bpm table will be adjusted for 2022 to 2025.”

As can be seen in the above comparison, the maximum CO2 emissions per category will be lower: 111 g/km becomes 109 g/km, 155 g/km becomes 152 g/km and so on. In addition, the bpm payable per category is increased, so the tightening is twofold. Even threefold for diesel cars, because the separate diesel surcharge will also increase. What’s the matter with you? For example, if you buy a new Volkswagen Golf with a petrol engine with CO2 emissions of 117 g/km in 2021, you will pay €2,750 bpm. In 2022 you pay €3,106 bpm. Until 2025, the bpm rates and category limits will be tightened by 2.3 percent every year.

Electric driving

It was already known that in 2022 the purchase subsidy for new electric cars will go from €4,000 to €3,700. It seems that more people can claim this subsidy, because there will be more money in the pot. Over the next three years, the government wants to allocate an extra €90 million for this. €80 million for the subsidy of new BEVs, €10 million for second-hand electric cars. In addition, €28 million is earmarked for a separate purchase subsidy for fully electric delivery vans. Hydrogen buses are also part of this.

This encouragement of electric driving is offset by the change in the addition rate. For electric cars, this will go from 12 to 16 percent. In addition, the upper limit for the more advantageous percentage will be €35,000. It is currently at €45,000. In 2022 you will pay the full pound (22 percent) for the part of the list price above €35,000.
