It is indeed possible to discover things as an amateur scientist.
For example, there are several cases where amateur astronomers made discoveries: http://abcnews.go.com/Technology/Space/story?id=8221167&page=1.
If you have made an invention, you can have it registered in a patent and/or go to an inventor’s fair.
Scientific discoveries are then published in professional journals in the appropriate discipline (Science, The Lancelet, …). You can also contact a university/college to check whether it is indeed a new discovery.
