I would like to make clear (transparent) stamps myself. The principle of this is that you cover a negative image with a transparent/negative film with polymer and place it under a UV (think nail technicians) lamp.
Polymer doesn’t react to the black, giving you your image in your “hard” design.
Polymer is actually nowhere to be found, and I don’t even know the official name for it, except polymer resin that contains 20,000 types.
Could one make this principle or the polymer itself in the house, garden and kitchen?

A polymer is a chain of several, often the same molecules, comparable to a chain or a net. Examples of polymers are nylon, PVC, PET, and many others, often referred to as a plastic.
Indeed, there are thousands of polymers, all with different properties, some are hard, some are flexible, or…
You can indeed make some polymers at home, see the link for that. But I don’t know if you can make the polymer you want at home.
You probably need a photopolymer. If you search for it, you will find more information about the technique and you can also do workshops. I would look for the right polymer that way.
Good luck with your search!
Kind regards
