I have a lot of rocks, minerals, meteorites, etc. But sometimes you can forget the names. Do you know what this rock is called?

Looks like you won’t get a good answer through this forum. So a few suggestions:
Have a look at the Minerals forum and/or find an expert in your area to assess the handpiece.
I’m not sure if this is a completely natural product, but if it is, the color of the blue layer is reminiscent of lazurite. However, color alone does not say enough about the composition of a mineral, so an analysis of other properties (eg crystal shape, cleavage, region, hardness,..) is necessary.
Hopefully you get a little further with this.
