Responsibility refers to ability to do this. A distinction must be made here between factual and legal competence. Legally, legal capacity starts from the age of majority. This means that minors act under the responsibility of their parents or those who supervise them. This legal incapacity is a statute for the protection of the minor; it does not prevent minors from independently applying for assistance. In addition, legal incapacity does not prevent minors from taking actual responsibility; from what age this is possible differs depending on the concrete situation and depending on the context. For example, minors will be able to buy a book without any problem, but parental consent will be required for more expensive purchases. Responsibility is a concept that is given concrete form in the interaction between people; for example, one parent may be more reserved than another parent, and/or parents or teachers may assess a concrete situation differently depending on the context.
