Without going into the details, but such a machine can never exist according to the laws of thermodynamics. The notion of infinitely clean energy is thus an illusion, but approaching it is of course a noble pursuit.
Energy cannot be generated out of thin air, it can only be passed on. The transfer of energy is always accompanied by a fraction of the loss, so that the system constantly needs new energy to maintain it. The entropy keeps increasing.
The transmission of energy via a magnetic field already has various applications and is a great alternative to the power cable with a lot of energy loss. However, maintaining an EM field always costs energy.
The health risk for humans living in an EM field is still a topic of discussion, but there could be problems for people with pacemakers, for example.
