According to a number of models, there is a very strong curvature of space and time on a very small scale (much smaller than the atom) and many virtual mini-black holes are everywhere. These small black holes disappear as they originated. A black hole can only continue to grow to great dimensions if gravity can overcome the other repulsive forces over great distances. This requires a very large mass that is not present. A court to sue for the danger of creating a black hole is the worst place imaginable, because most judges know nothing about elementary particle theories. These scientists would be better off publishing their findings in a scientific journal.
