TV signals are electromagnetic waves. These have some properties: for example, they always go straight ahead, and they also propagate perfectly in a vacuum. The latter immediately means that they do not use, for example, the molecules in their path. So you can rest assured: TV signals are not affected by the wind in any way. However, other phenomena are possible: when the wind is blowing, there is often also rain. The wind causes the trees to move, and the wet foliage, which reflects the signals, can reflect the signals differently than when there is no wind. But this has nothing to do with the propagation of the TV signals per se!
