I recently bought a Ph meter from TESTO. This with the intention of knowing the hardness of the water. We actually want to know whether or not there is too much lime in the water for the dishwasher, etc
Can I measure this with a Ph meter or did I buy the wrong thing as a friend suggested to me

I have to agree with your friend!
With a pH meter you measure the acidity (or pH) of water. This indicates whether the water is more acidic or basic. And that is determined by the amount of H+-ions.
The hardness is determined by calcium (Ca2+) and magnesium (Mg2+) ions. There are simple test strips to determine hardness. I suspect you can get them at pond equipment stores.
You can also buy simple test strips or kits for pH.
