I’m not exactly sure what you mean by ‘discard’.

If by that you mean that your mobile phone is on, but you are not talking: yes, then it also emits radiation from time to time. For example, it is actually not a good idea to put your mobile phone on the bedside table at night and leave it on. If you absolutely want to leave it on, put it as far away from your head as possible. It has not been proven that it can do much harm, but it is certain: so don’t do it.

But if your mobile phone is completely turned off, it does not emit any radiation.
