If someone falls from a great height, his speed will become constant after a while, and that speed is something like 200 km/h. The exact number depends on many factors, for people with a small weight it is much lower, just think of a fabric that is very easily carried by the wind. So if the speed in the upward direction of the cyclone is more than 200 km per hour, then you go up. When the speed is half, namely 100 km per hour, it is already difficult for an adult to stay upright.
