The temperature at which water boils depends on the ambient pressure. Indeed, a kettle that would measure the temperature of the water would not always function properly.
The sensor of a kettle is not in the water, but above it and detects the heat of the steam. And you only have steam when the water is boiling, regardless of the temperature.
