Is consistency in FM frequencies possible for radio stations?

And if so is this in any way more valuable to the radio stations? How does radio frequency division work? Will these be auctioned?

The current frequency plan has been in effect since 27 May 2004. It is a collection of agreements whereby radio stations are allowed to broadcast their signals on a specific frequency in a specific region or province with a specific power. To avoid interference with neighboring countries and other regions, a limited number of frequencies are used in each region or province. The national channels also use different frequencies per region or province. Otherwise, not only would a signal at close range fall on a radio in your home on a specific frequency, but at the same time a signal that has been traveling for much longer and would be perceived as disturbing due to the delay.
