this is a crane fly (family Tipulidae). I think it is the wood crane mosquito Tanyptera atrata. The females of this crane fly lay with their ovipositor (ovipositor) eggs in decayed wood, in which the larvae then develop further. The classic crane flies as we know them lay eggs in grass/lawn; the larvae (lemons) then develop in the soil and feed on the roots of the grass.
