Dear Chris,
this insect belongs to the order Diptera (two-winged), suborder Nematocera (mosquitoes). Based on the very long legs and the morphology of the body, you can say that it is a crane fly; however, it is difficult to determine which species this is. There are about 14,000 different species of cranesbills. Crane flies only live for a few days and, because of their reduced mouthparts, they certainly cannot sting or bite.
