I suspect that by your question you mean what is the cause of the occurrence of the tide. Well, the tide is created by the gravitational pull of mainly the moon. You can find a very good explanation at

As far as the situation in Harlingen is concerned, it is determined by the interplay between the North Sea and the Wadden Sea. An excellent explanation about what exactly happens in Harlingen can be found at

Incidentally, even more strange things happen: there are places with a double tide (where the duration between high and low water is therefore not six, but only three hours) and there are places where the decline, that is the difference in water level between high and low water, can reach up to 15 meters! The Channel Islands are notorious for this.
