Is this neutral (pH 7) as is often claimed on shampoos or is it slightly acidic? Is this the same for everyone?

Sebum is a fat-rich oily substance secreted by sebaceous glands in the skin’s surface. This substance creates an acidic environment on the skin that is between pH 4.5 –6.5, so slightly acidic. Also called the acid mantle, it helps to repel an invasion of pathogenic organisms and aggressive environmental factors.
