To limit the spread of covid-19, the French are ordered to stay at home and only go out if necessary. In case of control, it will be necessary to show a certificate of derogatory movement to the police. Here’s how to get it.
The President of the Republic Emmanuel Macron announced it yesterday evening, March 16, 2020. From today, March 17, 2020 at noon, and for a period of two weeks, the French must remain confined to their homes.
To enforce this measure, more than 100,000 police officers will be deployed throughout the country to control the movement of the population. Those who must travel must, in case of control, present an identity document as well as an exceptional travel certificate to the police to justify their trip.

There are indeed several reasons why the French are still allowed to travel:
- travel between home and the place of exercise of professional activity, when they are essential for the exercise of activities that cannot be organized in the form of telework (on permanent proof) or professional trips that cannot be postponed
- trips to make essential purchases in authorized establishments (list on Gouvernement.fr)
- travel for health reasons
- travel for compelling family reasons, for assistance to vulnerable people or childcare
- short trips, close to home, linked to the individual physical activity of people, to the exclusion of any collective sporting activity, and to the needs of pets
People who do not respect the rules put in place are liable to a fine of 38 € which can evolve up to 135 euros. Those who would not be able to print this certificate to make their trips can reproduce it on free paper, said the Minister of the Interior Christophe Castaner.
