I am researching perpetuum mobile and I read on this website about a perpetuum mobile. it is reported that it does not generate or use any energy, does that mean it keeps moving forever???

Such a thing cannot supply energy, since no one puts energy into the system. Permanent magnets cannot provide net energy.
It is often difficult to find the error of reasoning in a so-called perpetuum mobile. I have the impression that there is an equilibrium point between two fixed magnets and that the rotating magnet eventually comes to rest there.
