2020 was a bad year for the government when it comes to tax revenues from car and fuel sales. Fewer cars were sold and fuel sales were also lower than normal due to the lockdowns.

In 2020, the government collected €22.2 billion in environmental taxes, more than €2 billion less than in the previous year. Car sales shrank by about 20 percent in 2020 compared to 2019. The share of electric cars in sales was 20 percent, but they are BPM-free, so that in total less was earned from the tax on new passenger cars. All in all, the bpm revenue was €1.5 billion lower last year than in 2019, a decrease of 35 percent.

Due to the corona crisis, motorists also drove 19.7 percent fewer kilometers, which also resulted in less refueling and the yield of fuel excise taxes went down.
