If you want to create subtitles and want to use a Windows PC for this, Subtitle Edit is an interesting candidate.

This is an open source app that you can use for free. The program targets users who want to create new subtitles as well as users who want to translate existing subtitles into another language.

Incidentally, with SubTitle Edit you are not tied to Windows: the software is also available for Linux systems.
The structure of the program does require some getting used to for new users. In the main window you will find a table on the left in which you enter the start times of the subtitle, together with the duration. You can then enter the texts in the box below and choose to have the sentences break automatically or to indicate this manually.
On the right side of the window you can see a preview of the video, including the subtitles. This is useful, because you can quickly assess the end result. Existing subtitles can be edited via the lower part of the window. On the tab Adjust For example, we find the possibility of a offset configure. This allows you to change the start time of the subtitle once and can be done via a offset have all subsequent subtitles moved up and synchronized correctly with the sound.
