From July 6, 2022, an EU regulation will come into effect. This makes the intelligent speed assistant (ISA) mandatory for new vehicle types. But what exactly does the new speed limiter mean for the motorist?
What does the EU regulation mean?
Regulation (EU) 2019/2144 should reduce the number of road deaths and injuries caused by excessive speed accidents. According to Statistics Netherlands, motorists often drive too fast, which can lead to crashes and crashes with serious consequences. According to several studies, these accidents can be reduced by 10 to 20 percent with an intelligent speed assistant in the vehicle.
What is the Intelligent Speed ​​​​Assistant?
The intelligent speed assistant combines various driver assistance systems such as dynamic cruise control and traffic sign recognition with the navigation system. Many modern cars already have these technologies on board. These are often cameras that ‘cooperate’ with the GPS data from the navigation maps. With this sensor fusion, the car should recognize speed limits, notify the driver and reduce the speed if necessary.

How does the system work?
The ISA basically behaves like the adaptive cruise control already does. If the system detects a speed limit via a sign or other traffic sign, the driver is notified of this acoustically (e.g. by an audible signal and a flashing symbol in the instrument panel) or haptically (the back pressure of the accelerator pedal increases). However, the EU Commission also allows engine power to be reduced or careful braking. But these are functions that every driver who drives with modern assistance systems has known for some time.
What if you still need or want to speed up?
The ISA is an assistant, nothing more, nothing less. This means that as a driver you always have full control over your vehicle. So you can switch off the system with one press of the accelerator pedal. Just as it is now. Anything else would be dangerous too. In addition, the driver can switch off the intelligent speed assistant. According to the directive, the system must be reactivated automatically when the vehicle is started.
What happens to the data?
There will also be a black box on board with new car types. It won’t get you any speeding tickets. Instead, the seconds before and after an accident should be stored and anonymized in a closed system. For example, the data is passed on to accident investigations and not to insurance companies. Basically, however, there is the problem that a lot of data is generated, of which the driver cannot really influence the (possibly future) use.
The European Commission has presented a clear timetable for the introduction of the speed brake. From July 6, 2022, all new vehicle types must be equipped with the intelligent speed assistant. All cars, trucks, vans and buses will have this obligation. The system will then become mandatory in all new vehicles from 7 July 2024.
