As you may know, Apple Intelligence will not be available in the EU for the time being. But Apple is trying to do something about it.
Apple in negotiations with EU over Apple Intelligence
If you now install the test version of iOS with Apple Intelligence on your iPhone or iPad, the description will state that the AI functions are not available in China and the European Union.

The latter is due to Apple’s issues with the EU’s DMA competition law. And indeed, after installation, there are no AI features, even if you adjust your language and region.
Still, Apple is trying to do something about it. Apple initially blocked the new features in the EU due to ‘privacy and security concerns’. Apple probably doesn’t yet know exactly how to adapt Apple Intelligence specifically for Europe. This is because of all the regulations that AI has to comply with.

During a call with investors, Tim Cook was asked when Apple Intelligence would be available in the EU (and China). Cook didn’t give too many details, but he did say that Apple is “working” on making the AI features available to “everyone.”
Apple reportedly wants to fully understand the regulations before estimating when Apple Intelligence will come to these countries.
Apple Intelligence on Mac (in the EU)
If you can’t wait any longer, there is a small silver lining. Apple Intelligence does work on Macs in the EU. The macOS release notes state that Apple Intelligence is only not available in China. If you set the language and region to ‘English (US)’, a new option ‘Apple Intelligence & Siri’ will appear in System Settings. All writing tools are already available, only you can’t generate images yet.
