although I am not a physicist, it is especially helpful for this water to keep moving or the surface to be interrupted.
I have no idea what this looks like, but when a pond is not allowed to freeze, polystyrene floats (styrofoam) are put on it. This keeps the pond from freezing. It is mainly used to give fish “oxygen”. On the other hand, it is important to know how deep this water is. In the case of a pond, 1.5m below the ground surface is not so easy to freeze. This in combination with the floats should work.
Otherwise, look further into pond technology.
