Multiple users are reporting problems with their iOS devices on websites like Twitter and Reddit. The bug seems to be related to notifications from apps that send notifications daily or repeatedly. One of the affected apps is Headspace, which sends users a daily reminder to meditate.
The crash appears to be caused by notifications sent at certain times. This includes local notifications, which come directly from the iPhone or iPad. So they do not come from a separate server. The bug has been active from tonight and it seems quite likely that many people will affect it.
If the bug takes effect, the iPhone or iPad will crash. Users will then see a spinning wheel on a black screen. The start screen with the app icons is reloaded. The device will then be unusable for a short time, after which you have to re-enter the access code and you can continue.
