Was the British blockade of 1914-1919 against the German Empire legal under international law?

Just like the use of chemical weapons and unrestricted submarine warfare, which were clearly illegal under previous agreements. But wasn’t the British blockade actually illegal according to previous agreements?

It was completely illegal and the first impetus for the mass extermination of civilians in wartime, here indirectly (the many people who died of starvation)
