The horse was obviously not invented, and don’t you mean a yoke or a ham (system for ergonomically pulling or lifting a load; fits on the shoulders) rather than a halter (lead harness; fits around the head)?
The oldest preserved horse carts have been found in the Indus Valley, dating from 2,500 to 2,000 BC. (in Harappa, Mohenjo Darro, Chanhu Daro). They were already relatively well developed, with solid halters, suspensions and even two-horse chariots. In Ancient Egypt, during the Old Kingdom (2 686 – 2 181 BC), images of very similar horse-drawn carriages emerged, mainly for military use, but only from about 1 500 BC. modern yokes.
