Why do children (and sometimes even adults) stick their tongues out at each other?

During an episode of Lizzi Mc Guire, my daughters and I saw a grandmother stick her tongue out at her grandchild. Where does that usage come from? And is it worldwide?

Some animals, such as reptiles, also stick out their tongues. It enlarges the face and can appear more threatening.
