Why is there a difference between a men’s and a women’s bicycle?

Why a women’s bike doesn’t have a “top tube” like a men’s bike, I can imagine (I don’t see a lady with a skirt swinging her leg over it with the chance that everything under the skirt is visible…). But why is that tube there on a man’s bike?

by placing the “top tube” in the frame of a men’s bicycle, you obtain a simpler (and therefore cheaper) but also sturdier construction. With the women’s bicycle you either have 1 tube that must be much heavier or 2 tubes (1 of which is quite complex in shape) that may be connected in between.

The top tube gives you a triangular shape in the frame that is always preferable in terms of stability against deformation. (also used in more complex constructions such as bridges, cranes, …)
