Sometimes the Windows security system makes mistakes and you have to specify that certain programs can run without problem.
Included in Windows 10, Windows Defender is designed to act as an antivirus and protect you from malware. Like other antiviruses, it can sometimes make mistakes and block applications that are safe. For example, this happens with the Captvty program which is used to record television broadcasts. You may therefore see the following window appear:

To override, there are two solutions:
1 – Force the execution of the program
To allow the program to run anyway, click on Further information. A button Run anyway appears and you just have to click on it to launch the program.

2 – Create exceptions
The other solution is to tell Windows Defender which programs are safe by creating exceptions.
- In the search box near the Start button, type Windows Defender Security Center and click on that entry in the results list. Then click on the icon Protection against viruses and threats, then on Virus and threat protection settings.

- Scroll down until you find the Exclusions section. Then click on Add or remove exclusions.

- Click on the plus sign and choose whether you want to add files or folders. In the tree view, click on the folder or files you want and click on the button To select to validate.

Of course, you should not do these operations if you are not sure of the origin of the program, or of its integrity.
