Although we are neighboring countries, there are a few different traffic rules in Germany. This also applies to using your smartphone in traffic. You even risk a fine for a number of things, for something that is legal in the Netherlands.

For example, in the Netherlands you are allowed to use your smartphone behind the wheel in certain situations, without risking a fine. When you stop at a traffic light by car or bicycle, you may hold and use your telephone or other mobile electronic device. Even if you are standing still in a traffic jam.
Do you hold your iPhone or other device when you’re driving? Or while driving slowly in a traffic jam? Then you risk a fine.
For motorists in the Netherlands, the smartphone fine is quite hefty. This means you will lose 430 euros for a violation. For mopeds, light-moped riders or disabled vehicles with a motor, the fine is 300 euros.
In Germany the rules are slightly different. Also in this country, drivers of vehicles (including cyclists) are prohibited from holding a mobile phone or similar equipment while driving. But in Germany you are also not allowed to use your smartphone when your car is stopped in a traffic jam or at a red traffic light.

Using your smartphone is only allowed when the engine is completely turned off. Hands-free calling is of course allowed. You can also use a telephone to navigate. You are not allowed to hold the smartphone in your hand and you must place it in a holder otherwise you risk a fine.
In Germany the fines are somewhat lower and start at 100 euros. But you can also get a driving ban. Cyclists also benefit somewhat from violations in Germany, where fines start at 55 euros.
